It's interesting that a proposal to create tide-barriers to protect Manhattan from hurricanes has just come up.
The billions that would it require were mentioned. Protecting coastal ares with seawalls and movable tide barriers is possible with current engineering. My vote is to pay for the studies to see if it's a viable proposal, but use the rest of the allocation for climate changing remediation.
A vision I had about high population/low- lying areas, especially Indian Ocean/Pacific islands at only a few inches over (current) sea level is again through engineering combined with traditional skills (in bamboo and rushes) to create villages of houseboats for the population in advance of the crisis.

Guys, that translates to under the next decade! It's hard to fathom, but just imagine what has happened to the ozone in the last decade.
